To be sure I've tried to delete webcam, but it didn't help as well.

And by the way the device worked fine on my friend's pc with windows 8.1

I'm sorry to be obtrusive but could you please give me any feedback?
Is there any solution for the problem which I could come up with by myself?
Or the only way is to await for sdk update? And if it's so how long would it take?

We've implemented a couple of changes that is about to undergo testing. Hopefully these addresses the issue you are experiencing.

Meanwhile, could you please check that .Net 3.5 is enabled on Windows 8.

You know, I have Windows 7, not Windows 8.
And my .Net version is 4.0 but .Net 3.5 is also enabled.
